New Utah E-Bike & E-Scooter Helmet Law Is Now in Effect — What Davis County Families Should Know

With school out and Davis County’s trails and neighborhoods busier than ever, parents have a new set of rules to know. Utah’s updated e-bike and e-scooter law, HB 381, took effect May 6, 2026, and it changes who can ride what — and who has to wear a helmet.

Under the new law, anyone under 21 must wear a helmet when riding an e-bike or e-scooter on public roads: a CPSC-rated helmet for standard e-devices, and a DOT-approved helmet for higher-powered electric devices and e-motorcycles. The law also tightens age rules. Children under 8 may not operate a motorized e-mobility device on a public road at all; riders ages 8 to 14 must be accompanied by an adult when riding an e-bike; and no one under 16 may ride a Class 3 e-bike — the kind that can exceed 20 mph.

Enforcement has teeth, too. Police may impound a minor’s e-bike or e-scooter if it’s being ridden unsafely or against the rules, holding the device until a parent or guardian can pick it up.

Davis County flagged the change for residents, and with popular family routes like the Legacy Parkway Trail and the Bonneville Shoreline Trail seeing heavy summer use, it’s worth a quick family conversation before the next ride. Rules and helmet standards can be updated, so confirm the current requirements on the state’s official page.
