UTA’s 30-Year Transit Plan Is Open for Comment Through Nov. 30: What It Means for Davis County

Utah Transit Authority is rewriting its 30-year transit plan, and through Nov. 30 it wants to hear from people who ride FrontRunner and buses in Davis County, along with people who don’t ride at all. The update, called UTA Moves 2055, decides which projects get priority over the next three decades, including more frequent FrontRunner trains, new bus rapid transit and on-demand service zones.

What is UTA Moves 2055?

UTA Moves is UTA’s long-range transit plan. The agency updates it every four years, and this update stretches the current plan, UTA Moves 2050, out to cover 2027 through 2055. According to UTA’s project page, the new version will rank projects into 5-, 10-, 20- and 30-year phases, update cost estimates, flag corridors to preserve for future transit, and for the first time add a cost-effectiveness study and cost-benefit analysis.

What’s in the current plan for Davis County?

This first round asks people to react to what the 2050 plan already proposed and say what has changed since. For Box Elder, Weber and Davis counties, the 2050 plan lists:

  • FrontRunner every 15 minutes at peak times, seven days a week. The plan says Sunday service depends on double-tracking. That work is the FrontRunner 2X project, which is already closing Pages Lane in West Bountiful through Jan. 25.
  • The Davis–Salt Lake City Community Connector. UTA describes it as a 26-mile bus rapid transit line from the Farmington FrontRunner Station to Research Park at the University of Utah. It would run through Farmington, Centerville, Bountiful and North Salt Lake, with buses every 15 minutes for most of the day. It would replace Routes 455 and 470 south of the Farmington station. UTA’s project page puts the current estimated cost at $72 million.
  • An Innovative Mobility Zone serving Farmington. The plan describes these as on-demand service for lower-density areas where a fixed bus route doesn’t fit.
  • More frequent and local bus routes across the three counties.

The 2050 plan estimates the package for the three counties at about $1.6 billion in capital costs, in 2023 dollars. That is a planning estimate, not money that has been set aside.

How to comment before Nov. 30

UTA is asking for two things during this round, which runs Oct. 15 through Nov. 30:

  1. Mark up the plan map. On UTA’s online comment map, look at what’s proposed near you and point out what still matters and what’s missing.
  2. Take the statewide survey. The Utah Statewide Transit & Human Services Transportation survey is a joint effort of UTA, the Utah Department of Transportation and the Utah Urban Rural Specialized Transit Association. Answers will be shared among all three agencies.

What happens next

UTA’s public involvement plan lays out a second round in spring 2027. At that point UTA will show a draft plan at online and in-person open houses, and people can check whether the draft reflects what they asked for. The Utah Transit Commission is scheduled to adopt the final plan in fall 2027. A long-range plan sets priorities only. Each project still needs its own funding, study and approval before anything is built.
