Clearfield Weighs Supportive Housing Overlay for Former Church Site on 1450 South

Davis County is asking Clearfield to create a “supportive housing” overlay on part of a former church property at 1230 East 1450 South. The Clearfield Planning Commission held a public hearing on the request on October 7, and the City Council is scheduled to hold its own hearing on November 10.

What is proposed

According to the city’s Planning Commission packet, the county wants about 4.25 acres of a 5.26-acre parcel (TIN 09-022-0183) changed from C-1 (Commercial) to C-1 with a Supportive Housing, or S-H, Overlay. The overlay is meant to allow housing paired with services for people who have experienced homelessness. About one acre along 1450 South would stay C-1.

The overlay as written would cap a facility at 60 dwelling units and 16 units per acre, and it would require a development agreement and site plan review. The packet says the site held a church until it was removed in 2023 and that the county is under contract to buy it.

What this vote is, and is not

The city’s public hearing notice describes the request as a legislative matter and says approving the overlay would not approve a specific development project. City staff recommended that the Planning Commission forward a recommendation of approval to the City Council, citing the General Plan’s commercial designation and housing strategies. The commission’s recommendation is not recorded in the packet, and October 7 minutes were not yet available when this was written.
