West Point Weighs UDOT Funding Swap for 300 North and 700 South, Plus a New 4000 West Trail

Two long-planned West Point road projects could get cheaper to build, and a new trail could be added along 4000 West, under agreements the City Council was scheduled to consider on Sept. 15. Here is what the city’s own staff reports say about each.

A funding swap for 300 North and 700 South

West Point received federal grants to reconstruct 300 North from 2000 West to 3000 West and to widen 700 South from 4000 West to 4500 West. According to the Sept. 15 staff report, federal money comes with requirements that make projects more expensive than the city would normally expect, including federal wage rules, Buy America rules for metal parts and materials, and UDOT oversight.

UDOT, which runs the federal grant program, offered to trade state money from one of its own projects for the federal money set aside for West Point’s. Staff said these two projects were chosen because they are fully funded and able to start within two years.

The trade has trade-offs. The grant amount would drop to 75 percent of the original, and the local match would rise from 6.7 percent to 10 percent. Staff said the match is covered by a Davis County grant, not city funds, and estimated that avoiding the federal requirements and bidding the work as a city project would cut costs by about 35 percent, more than making up the roughly 24 percent smaller grant.

A trail on top of a new storm drain

Crews are already installing a storm drain along 4000 West between 1300 North and 1800 North. The city proposed adding a shared-use trail along the same route, built by the same contractor while it is still on site. Under the Davis County agreement in the packet, the county would pay 80 percent of eligible costs, up to $280,000, and staff noted UDOT is also contributing $500,000. The proposed change order was listed at $279,836.

If approved, these agreements shape when and how residents along 300 North, 700 South and 4000 West see construction, and add a walking and biking connection on the city’s west side.
