North Salt Lake Will Regrade and Landscape the Vacant Lot South of City Hall

A sloping, vacant piece of city land next to North Salt Lake City Hall is set to be regraded and landscaped. On Aug. 18, the City Council voted 5-0 on a consent agenda that awarded the work to JLR and Sons, Inc. for up to $250,000, according to the council’s approved Aug. 18 meeting minutes.

The site and the problem

The triangle-shaped property sits south of City Hall, between Main Street and U.S. 89. A memo from City Manager Ken Leetham in the Aug. 18 meeting packet said the west side of the lot is in disrepair and that soil has been sloughing off onto the public sidewalk along Main Street.

The plan the city chose

At its July 21 meeting, the council asked staff for a less expensive design than the one first presented, according to the memo. Staff came back with two concepts, and the council approved Concept 1:

  • Concept 1 regrades the site to keep retaining walls to a minimum and sharply reduce the grade between the Main Street sidewalk and the west edge of the property. Estimated at about $207,000, not including irrigation, which staff said the plantings will need.
  • Concept 2 would have kept the current grade and added a large retaining wall on the west side. Estimated at about $238,000, also without irrigation.

Staff said the project can be done for $250,000 using Concept 1.

How it is paid for and awarded

The memo named the city’s Capital Projects Fund Balance as the funding source. The city’s purchasing ordinance lets it award projects up to $250,000 without a formal bid process, and staff recommended JLR because it designed both concepts and completed the Eagleridge Drive beautification project.

On Sept. 1, the council approved Resolution 2026-40R, a budget amendment that included a $250,000 adjustment for the City Hall South Park (triangle) project, according to the approved Sept. 1 minutes. No construction schedule was listed in the records.
