The Board of Davis County Commissioners voted 2–1 on Oct. 27 to approve a $21.4 million construction contract amendment with Layton Construction for the new Davis County animal care facility. Commissioner John Crofts voted no, citing earthquake and wildfire hazards. Commissioners Lorene Kamalu and Bob Stevenson voted yes.

What did the commission decide on the animal care facility?

The action was an amendment to a guaranteed maximum price (GMP) construction agreement, the contract that caps what the builder can charge. Meeting records describe the project as the result of years of planning and show it was discussed alongside concerns about the site. The records reviewed for this report do not list a construction start date or opening date.

Other items approved Oct. 27

  • Hill AFB West Gate frontage road. A 3–0 vote approved a $9.2 million pass-through grant agreement with the Military Installation Development Authority (MIDA) to build a new frontage road improving access to Hill Air Force Base.
  • Local option transportation grants. Commissioners approved the third-quarter 2026 project priority list, which totals $30.8 million for local infrastructure projects.
  • Pet disaster shelter trailer. The commission approved applying for a $12,000 American Kennel Club grant toward a $24,000 mobile pet shelter trailer for emergencies.
  • Event agreements. Agreements were approved to host the 2027 USA Wrestling Western States Championships and other events at Western Sports Park.

Approved minutes for the Oct. 27 meeting had not been posted when this was written, so we will update this story when they are. Meeting agendas and records are on the Davis County website. For related reading, see our report on the latest Davis County news.
