AT&T Subsidiary Seeks Clearfield Fiber Franchise as Buildout Continues
If a crew has been pulling fiber down your Clearfield street, here is the paperwork behind it.
On September 8, the Clearfield City Council considered Resolution 2026R-23, authorizing a franchise agreement with Forged Fiber 37, LLC — an indirect, wholly owned subsidiary of AT&T that provides fiber internet service.
What the agreement covers
According to the council’s agenda and summary report, Forged Fiber is acquiring some or all of Lumen’s existing fiber infrastructure inside Clearfield — the network most residents still know as CenturyLink — and plans to expand it with additional installations. To do that work in city streets and easements, the company asked Clearfield for a nonexclusive franchise to construct, operate and maintain its telecommunications network in the public rights-of-way.
“Nonexclusive” is the key word. A franchise agreement is permission to use public rights-of-way under the city’s terms; it does not hand any provider a monopoly, and it does not guarantee service to any particular address.
Clearfield is getting busier with fiber, not quieter
At an August 11 work meeting, Public Works Director Adam Favero told the council that Connext had finished its current round of fiber installation in the city and could return if customer demand warranted more, and that Forged Fiber was nearing completion of its own current installation work.
Favero also made a point worth remembering the next time a crew shows up unannounced: these are privately managed projects, not city construction. City staff still field resident calls about them and act as an intermediary with contractors when problems come up, but the city is not running the job.
What residents can expect
More competition for home internet in Clearfield, and more temporary street and park-strip work while lines go in. If a fiber crew leaves damage or blocks access, start with the contractor on site; Clearfield Public Works can be reached through clearfield.city if that goes nowhere.
