Sunset Approves UTOPIA Fiber Franchise Agreement for Underground Fiber Route

Sunset City has approved a franchise agreement with UTOPIA Fiber, an interlocal fiber-optic network owned by a group of Utah cities. The agreement sets the rules for UTOPIA to build fiber lines in city streets, starting along a limited route that mainly serves schools and other government clients.

The City Council approved the agreement unanimously on Aug. 4, according to the official minutes of that meeting. The council approved those minutes at its Aug. 18 meeting.

What UTOPIA is

UTOPIA Deputy Director Nicole Cottle told the council that UTOPIA is a governmental interlocal entity formed by 21 Utah cities and operating since 2002. Centerville is the Davis County member she mentioned. Sunset is not a member. UTOPIA still needs franchise agreements in non-member cities where it serves schools and government buildings, including through a state contract for public school service.

UTOPIA runs an open-access network. It builds and maintains the fiber, and private internet providers sell service to homes and businesses over it.

What residents may notice

  • Construction: UTOPIA said its lines will be underground, usually 24 to 36 inches deep, and installed by directional drilling where possible. The agreement covers construction, excavation, trenching and street restoration.
  • A limited route for now: Chief Technology Officer Aaron Leach said the planned route is limited and aimed at government clients. It could grow if service providers find more customers along the way.
  • Possibly more choices: Leach said residents could eventually have more internet options if providers offer service over the new lines. The minutes do not include a timeline or a promise of citywide service.

Council Member Ricky Carlson asked about recent work on 930 North. UTOPIA staff said they would check whether that work was theirs. Council members Nakisha Rigley, Carlson, Nancy Smalling and Hope Thompson voted in favor.
